I want to ally another Guild but I cant find the emassador, to choose a side anyone know?

its a well kept secret that for some reason people are hesitant to tell:
apparently to do guild alliances your GUILD LEADER must get to the factions base, either kurzick or luxon, and ally yourself
this is done going through pve and from what ive seen, you cant really run there as there are several outposts that are only accessible by primary and missions
